Altimeter Altitude/Height coloured flag accuracy statements

The manual states that the coloured flags indicate different accuracy values, with a 95% certainty, for the altitude/height shown on the altimeter.

Does this mean the displayed altitude/height is within:
± 50 feet or 
± 25 feet when a Green flag is displayed?
